The UPSC Civil Services preliminary examination is made up of two objective question papers written on the same day. General Studies Paper I — the GS paper — carries 100 questions for 200 marks in two hours, and it is this paper alone that decides the Prelims cut-off. CSAT, or Paper II, carries 80 questions for 200 marks and is qualifying: 33 per cent clears it, and the marks go no further. Prelims scores do not carry into the final ranking either, so the whole stage functions as a screening test.

Negative marking applies throughout — one-third of a question's marks are deducted for a wrong answer, which works out to 0.66 marks on a two-mark GS question. That penalty is what makes the exam pattern unusual to prepare for: accuracy matters more than coverage, and knowing when not to attempt is a scoring skill in itself.
